Be it resolved that the minutes of the Council meeting held on May 28, 2024 be received and adopted as presented.

Be it resolved that the minutes of the Public Hearings/Public Meetings meeting held on June 4, 2024 be received.

Be it resolved that the information presented by Mayor Patrick Wilford and Allan Hewitt, CAO, Township of Asphodel-Norwood re: Asphodel-Norwood Medical Centre be received.

Be it resolved that the presentation presented by Richard Steiginga, Baker Tilly re: Comparative Analysis December 31, 2023 be received and considered in conjunction with Item 7a).

Be it resolved that Staff Report FIN-2024-016, Valerie Nesbitt, Director of Finance/Treasurer re: Presentation of 2023 Draft Consolidated Financial Statements and Audit Related Documents be received. That the 2023 Draft Consolidated Financial Statements be approved as presented. That the 2023 Management Letter be approved as presented. That the 2023 Audit Reporting Letter be approved as presented. That the Chief Administrative Officer and Director of Finance/Treasurer execute the 2023 Audit Representation Letter. And that the Mayor and Director of Finance/Treasurer execute the 2023 Management Report.

Be it resolved that Staff Report BLD-2024-003, Stephen White, Chief Building Official re: Building By-law be received. And that the Draft Building By-law attached to Staff Report BLD-2024-003 be brought forward for Council's consideration.

Be it resolved that Staff Report PLN-2024-020, Cristal Laanstra, Manager of Planning re: Official Plan Amendment OPA No. 11, OPA01/2024 - 122 Mill Street - Matthew Stearns/Lisa Varrette be received. That Official Plan Amendment No. 11 (OPA01/2024) regarding the redesignation of Employment Area lands to Residential Area lands within the Warkworth Urban Centre Settlement Area be approved. And that the appropriate By-law be brought forward for Council's consideration.

Be it resolved that Staff Report EDC-2024-04, Kira Mees, Community Development Manager re: Amendments to Proclamation, Lighting and Community Flag Raising and Flag Etiquette Policies be received. That Draft Policy POL-ADM-014 - Proclamation, Lighting and Community Flag Raising Policy, amended June 2024, be enacted. And that Draft Policy POL-ADM-015 - Flag Etiquette Policy, amended June 2024, be enacted.

Be it resolved that Staff Report EDC-2024-05, Kira Mees, Community Development Manager re: Community Improvement Plan Application 2024-02 - 4 Water Street, Hastings be received. That the Community Improvement Plan application funding request from the tenant of 4 Water Street, Hastings, Greg Phillips be approved to an upset limit of $2,222. That the appropriate By-law be brought forward for Council's consideration. And that the applicant be advised of Council's decision under the Community Development Manager's signature.

Be it resolved that the Staff Recommendations with respect to Consent Agenda Items 9b) to 9e) be adopted as printed.

Be it resolved that: By-law No. 2024-074: A By-law to Authorize the Execution of a Subdivision Agreement between The Corporation of the Municipality of Trent Hills and 1865106 Ontario Limited (Nappan Island). By-law No. 2024-075: A By-law to adopt an Amendment to the Official Plan of The Corporation of the Municipality of Trent Hills. By-law No. 2024-077: A By-law to provide for the administration and enforcement of the Building Code Act and with respect to the establishment and requirement of the payment of fees for information and services in The Corporation of the Municipality of Trent Hills And to Repeal By-law Nos. 2001-37, 2002-13 and 2009-29 - (Building By-law). be read, passed and properly signed and sealed by the Clerk and Mayor.

Be it resolved we do now go into Closed Session at 10:41 a.m. to discuss:  Government information; Personal matters about an identifiable individual (Operational Plans for Emergencies)

Be it resolved we do now rise at 11:06 a.m. and report on Closed Session Item 13b) Government information; Personal matters about an identifiable individual (Operational Plans for Emergencies).

Be it resolved that the confidential verbal information presented by Lynn Phillips, Chief Administrative Officer re: Government information; Personal matters about an identifiable individual (Operational Plans for Emergencies) be received. And that staff proceed as outlined.

Be it resolved that By-law No. 2024-078: A By-law to Confirm the Proceedings of the Council meeting held on Thursday, June 13, 2024 be read, passed and properly signed and sealed by the Clerk and Mayor.
