Be it resolved that the agenda for the Council meeting of November 14, 2023 be received and adopted.

Be it resolved that the minutes of the:  Council meeting held on October 24, 2023, and  Special Council meeting held on November 7, 2023 be received and adopted as presented.

Be it resolved that the minutes of Heritage Advisory Committee meeting held on October 24, 2023 be received.

Be it resolved, pursuant to Heritage Advisory Committee Motion No. HAC-231024-3, that the property known as 52 Main Street, Warkworth be considered for designation under the Ontario Heritage Act. And that the notice of intention to designate 52 Main Street, Warkworth be provided as set out in the Ontario Heritage Act.

Be it resolved, pursuant to Heritage Advisory Committee Motion No. HAC-231024-4, that the property known as 280 Grand Road, Campbellford be considered for designation under the Ontario Heritage Act. And that the notice of intention to designate 280 Grand Road, Campbellford be provided as set out in the Ontario Heritage Act.

Be it resolved that the minutes of the Public Hearings/Public Meetings meeting held on November 7, 2023 be received.

Be it resolved that Staff Report FIN-2023-023, Valerie Nesbitt, Director of Finance/Treasurer re: 2024 Draft Municipal Budget be received.

Be it resolved that Staff Report FIN-2023-024, Valerie Nesbitt, Director of Finance/Treasurer re: 2024 Draft Water and Wastewater Budget be received.

Be it resolved that the Staff Recommendations with respect to Consent Agenda Items 9b) to 9e) be adopted as printed.

Be it resolved that the correspondence dated October 25, 2023 from Maddison Mather, Manager of Legislative Services/Clerk re: Northumberland County Resolution - Correspondence, Municipality of Brighton "Inter-Municipal Ad-Hoc Committee - Housing & Homelessness" be received. That the Municipality of Trent Hills advise the County of Northumberland and all lower-tier Northumberland municipalities of its intent to participate in an Inter-Municipal Task Force for Housing and Homelessness, once convened, and to work with County of Northumberland staff to develop a draft terms of reference. That Councillor Rob Pope be appointed as the Municipality of Trent Hills representative. And that the County of Northumberland and all lower-tier Northumberland municipalities be advised of Council's decision under the Director of Legislative Services/Clerk's signature.

Be it resolved that: By-law No. 2023-123: A By-law to Permanently Stop up, Close and Sell Part of Lot 21, Concession 3, Part 1 of RP 39R-14745, Part of 51223-0184 (LT), geographic Township of Percy, Municipality of Trent Hills, County of Northumberland. By-law No. 2023-124: A By-law to Permanently Stop up, Close and Sell Part of Road Allowance Between Concessions 6 and 7, Part 1 of RP 39R14715, Part of 51224-0066 (LT), geographic Township of Percy, Municipality of Trent Hills, County of Northumberland. By-law No. 2023-138: A By-law to Regulate the Operation, Care and Control of Municipally-Owned Cemeteries within the Municipality of Trent Hills and to Repeal By-law No. 2020-025 (Cemetery By-law). By-law No. 2023-144: A By-law to authorize execution of a Community Improvement Plan Program Agreement between The Corporation of the Municipality of the Trent Hills and Susan Scott - Owner of 10 Front Street E., Hastings. be read, passed and properly signed and sealed by the Clerk and Mayor.

Be it resolved that By-law No. 2023-146: A By-law to Confirm the Proceedings of the Council meeting held on Tuesday, November 14, 2023 be read, passed and properly signed and sealed by the Clerk and Mayor.
