Be it resolved that the agenda for the Council meeting of October 10, 2023 be received and adopted.

Be it resolved that the minutes of the Council meeting held on September 26, 2023 be received and adopted as presented.

Be it resolved that the minutes of the:  Police Services Board meeting held on September 25, 2023; and  Heritage Advisory Committee meeting held on September 26, 2023; and  Public Hearings/Public Meetings meeting held on October 3, 2023 be received.

Be it resolved that Staff Report PWK-2023-10, Preston Parkinson, Assistant Manager, Technical Services re: Northumberland & District ATV Club - trail upgrades be received. That the Northumberland & District ATV Club be granted permission to perform basic trail maintenance of minor brush trimming and the filling of washouts on a section of unopened road allowance between Concession Road 2 West and County Road 29. And that the Northumberland & District ATV Club be advised of Council's decision under the Assistant Manager, Technical Services' signature.

Be it resolved that Staff Report CLK-2023-08, Doug Irwin, Director of Legislative Services/Clerk re: Cemetery By-law Update be received. And that the By-law be brought forward for Council's consideration once the legislated notice requirements have been met.

Be it resolved that the Staff Recommendation with respect to Consent Agenda Item 9a) be adopted as printed.

Be it resolved that the Special Event Application from Royal Canadian Legion, Campbellford Branch 103 re: Remembrance Day Parade and Service, November 11, 2023 be received. That the temporary road use of:  Churchill Drive from Bridge Street West to Garry Street  Garry Street from Churchill Lane to Queen Street  Bridge Street West from Queen Street to Churchill Lane to hold the Remembrance Day Parade on November 11, 2023 between 10:00 a.m. and 12:00 p.m. be approved. That the applicant obtain the County of Northumberland's approval for the temporary road use/closure of:  Queen Street from Garry Street to Bridge Street West to hold the Remembrance Day Parade on November 11, 2023 between 10:00 a.m. and 12:00 p.m. That the applicant submit the required Certificate of Insurance providing proof of the identified insurance requirements a minimum of two (2) weeks before the event. That the applicant notify affected residents and businesses, Northumberland Paramedics and OPP of the temporary road use/closure a minimum of two (2) weeks prior to the event. And that the applicant be advised of Council's decision under the Community Development Officer's signature.

Be it resolved that the Special Event Application from the Warkworth Santa Clause Parade Committee re: Warkworth Santa Claus Parade, December 1, 2023 be received. That the use of the Warkworth Arena parking area on December 1, 2023 from 6:30 p.m. to 8:30 p.m. as a staging area for the Warkworth Santa Clause Parade be approved. That the temporary road use of:  East Street from Warkworth Arena to Church Street (County Road 29)  West Street from Mill Street (County Road 29) to Nelson Street  Nelson Street from West Street to Walter Street  Walter Street from Nelson Street to George Street  George Street from Walter Street to Mill Street (County Road 29)  Main Street from Church Street (County Road 29) to Centre Avenue  Centre Avenue from Main Street to the Warkworth Arena to hold the Warkworth Santa Claus Parade on December 1, 2023 between 7:00 p.m. and 8:30 p.m. be approved. That the applicant obtain approval from the County of Northumberland for the temporary use of:  Church Street (County Road 29) from East Street to Mill Street  Mill Street (County Road 29) from Church Street to West Street to hold the Warkworth Santa Claus Parade on December 1, 2023 between 7:00 p.m. and 8:30 p.m. That the applicant notify the affected residents and businesses, Northumberland Paramedics and OPP of the temporary road use a minimum of four (4) weeks prior to the event. And that the applicant be advised of Council's decision under the Community Development Officer's signature.

Be it resolved that Special Event Application from Warkworth Business Association re: Magic Under the Stars, December 8, 15 & 22, 2023 be received. That the temporary road closure of Main Street, Warkworth, from Church Street (County Road 29) to Centre Avenue on December 8th, December 15th and December 22nd, 2023 between 5:30 p.m. and 9:00 p.m. to hold Magic Under the Stars be approved. That the applicant notify the affected residents and businesses, Northumberland Paramedics and OPP of the temporary road closure a minimum of four (4) weeks prior to the event. And that the applicant be advised of Council's decision under the Community Development Officer's signature.

Be it resolved that: By-law No. 2023-136: A By-law to Amend By-law No. 2022-119, A By-law to Authorize an Agreement between The Corporation of Municipality of Trent Hills and the Campbellford Rebels. By-law No. 2023-137: A By-law to Amend By-law No. 2022-145, A By-law to Authorize an Agreement between the Municipality of Trent Hills and Hastings Ice Rink Committee. be read, passed and properly signed and sealed by the Clerk and Mayor.

Be it resolved we do now go into Closed Session at 10:04 a.m. to discuss:  Security of municipal property (Inappropriate Use of Municipal Assets & Resources)

Be it resolved that By-law No. 2023-139: A By-law to Confirm the Proceedings of the Council meeting held on Tuesday, October 10, 2023 be read, passed and properly signed and sealed by the Clerk and Mayor.
